Default Strong exhaust fumes

I have a 1994 Trans Am. I have replaced alot of parts that the previous owner messed up. I have replace the Optispark, plugs and wires, water pump, radiator and the intake manifold gaskets and seal replaced. i just had the smog pump put back on for PA emmisions and know when i start it up the exhaust smells like gas. It does have a magnaflow exhaust and i have not changed the o2 sensors yet. Any ideas?

o2 sensors, bad catalytic converter or just freaking COLD as hell outside, the car runs richer when it's warming up on cold days or any combination of the three.
