Default Broken Speedo

This is a post up for my roommate but he has a 2000 Trans am and his gauge cluster stopped working! We found out that it's completly defunked and we are going to have to order a new one, but theres 2 things,

1) are the miles set to the computer of the car? or if you change the cluster will they be whatever the cluster says?

2) he wants a bran new one so he can set the miles on it to where they were so he doesn't have to deal with a messed up title ever

3) he wants to do it himself.

so.. where do we start?

From my dealings: On new cars the computer AND the gauge hole the mileage. His new one, if it's brand new, will reflect 000000. He MAY be able to have it modified from the dealer, but I really don't know.

The dealer will be able to program the correct mileage for the odometer.

Yeah but he's cheap and doesn't really want to pay dealer prices which is why he wants to do it himself, i'v heard theres a way to get this done w/o having to go through the dealer
