On a TA you can unscrew it from underneath. There is a flap under the front bumper held on by two bolts. There are two bolts that hold the housing from the back. Not too hard.

I bought a replacement pair for mine off of ebay for around $50 shipped when I was having the same problem as you. Ever since then I've had no issues at all with water getting in the housings or bulbs shorting out.

Ditto as displayed in the last two posts with mine. No problems anymore on my '98 T/A. ( Never an issue with my Formula).
On a tip from a GM tech I know, I also added a thin bead of silicone to the gasket to socket surface. Not too much so you'll still be able to crack it loose when changing a bulb.... But atleast now hopefully far, far into the future...

Thanks for the info everyone. I ordered the housings through http://gmpartsdirect.com/. Prices were a little more than other sites but the other sites were aftermarket so i went with OEM
