power steering?HELP!!

There are so many different factors that will play into belt size. We dont know what accessories your are running or how they are routed, if its a v belt or serpentine, etc etc. I would just try and measure it out with some string and then make a rough estimate. Go to the parts store and buy 4-5 belts around the size you measured use the one that works and return the rest. You will probably want to use a manual power steering setup if you want to go that route. Why dont you just replace the pump?

Yeah its a bad idea to use a power rack without fluid being pumped through it. As you know its way harder to turn than a car that has a manual rack and eventually it can dry out and lock up.
