Default HID stopped working

The car was towed a while ago and when I got it back the low beam on the driver side no longer worked. I believe it is using DDM ballasts with the stock harness. I tried switching the bulb but it still won't work. Does that mean the ballast is bad? I also looked on the DDM website and I didn't see a replacement ballast that looked the same as what is on there now.

EDIT: I just swapped the ballast and the one I know works does not work on the driver side. It appears that the bulb and ballast are hooked up correctly. Should I be checking the ground? I didn't install this setup so where is it?

I found a small purple male connector coming out of that harness that is not plugged in. I can't tell where it is supposed to go. It was down by the fog light area but I can't see anything around there for it. The HID fogs and regular high beams still work properly, it's just the one low beam.
