Default exciter wire question

does anyone know what voltage it should read when you test the red exciter wire? mine was 9v which i read was normal. we tested the wire and everything was good but the alternator still wouldnt charge. when we ran a wire from another 12v source everything worked fine. is the red wire suppose to be 12v? just wondering if there is a problem at the computer

I thought it was anything over like 5v would turn the alternator on but I could never confirm this.
