Default cooling fans

i was wondering if anybody had any ideas on how to fix my problem...

I have a 97 formula automatic, and my cooling fans are nonfunctional, the reason for this is that the fuse keeps popping after everytime i replace it and then start the car. i did a diagnostics test on it and the codes were 1642 and 1641, which basicly states that my cooling fans are not working. we tried unplugging one fan at a time in order to see if it was jus one fan, but the same thing happens when we did that... so basicly we are left stumped and i was wondering if any one has heard of this problem, and if they have how you fixed it.

You say when you give it power a fuse blows. There must be a short somewhere. Check wires, connections etc and look for corrosion etc.
