why do my headlights always stay on?

Default why do my headlights always stay on?

i have a 1999 camaro and the headlights always come on when i turn the key all the way forward. i checked all my switches and nothing has a t-tap on it and nothing is ghetto rigged. i took apart the **** assymboly and didn't see anything damaged but i cleaned it anyways and put it back together. i even used a test light to check the wiring harness on the back of the switch and the output is right. someone told me that the '98 has all sorts of stupid things like this, but i don't think this is right. has anyone had this happen to them? got any ideas of what it could be?

Do you only drive when its dusk or dark?
The 4th-gen Camaro has auto-healights.

no i drive it during the day too. where is the sensor located? it might be out... or in the wrong spot. or not hooked up at all.
