Is it a factory or aftermarket radio?

I can help you with an aftermarket system but I'd recommend diagnosing that problem first to see if it can be fixed. Take the radio out and make sure everything is plugged in. Pop the bezel out/off and remove the 4 screws holding the radio in place. Then slide it out carefully and look at the back. If everything is in place then the buttons may be worn out. Odd that they still light up though if they were worn out, mine don't even light up anymore and my car is a 98.
Reason for fixing them is because if you can fix them you be able to still use them with your aftermarket radio using a PAC adapter. It would just be easier to diagnose the problem with the stock radio still in place.
Or you could just replace it and not worry about the steering controls since they don't work anyway...lol!

Check fuse #3 (STG WHL CNTRL) first. It's a 1-amp fuse that can develop breaks in the filament as it gets older.

Anybody got an idea...
Recap-steering wheel buttons don't work, radio works, buttons on wheel still light up, connection on radio are secure, and fuse has been replaced...
