Default Simple Question - FRONT SWAY BAR MOUNTING BRACKETS NUTS AND BOLTS

OK I have the following sway bar brackets to be chromed. I didnt take these off and havent taken the ones off my car yet either. My question is on the two hole on the back side of the bracket in this picture...a bolt goes through them and into a nut inside the from rail. Is that nut (the one inside the frame rail) welded into place inside there like the nuts on the back side of these brackets...or will it posibily move around and be lost?
