Default a line-lock question
If I can hear the solenoid click on and off when I flip the switch but, the line-lock is NOT working, then it is probably a bad solenoid right?

no.check your wiring.power/ground /relay.bleed your front brakes.

bleed the brakes, if its clicking, the noid itself is working
