Default Too much rear brake?

ive had this problem for a while now and thought it was a booster issue, but my car is still having the problem, it has too much rear brake, the car has all new fluid, new booster, stainless brake lines, slotted rotors, and line lock. any ideas or anyone with a similar issue.

A couple of questions to start with:
  1. Have you checked your master cylinder and ABS module?
  2. What rear pads are you using?

at higher speeds when i brake i feel the abs engage and the pedal gets hard then the rear brakes groan really bad.
ABS module has no codes stored and master is fine, no leaks or bleed down
