A scanner. There are sensors, pickups, module, and the brains.

For ABS sub menu your gonna be spending some $$ specially for a 95 car coverage.

The top scanner at Advance does ABS as does HPTuners. I wonder if you got the OBD2/1 adapter if it would work?

stupid question but you said you bought the car like that and the light has been on since. You sure the previouse owner didnt delete the ABS, or pull the fuse so the abs wouldnt engage. Bigger wheels/brakes make the ABS engage when it should not sometimes

Yes what he said, especially if the tires were marginal. Great stopping requires great brakes, which you have, and great rubber.
Answer this:
What happens if you full on slam the brakes at 30 mph? (Caution, check your mirrors 1st)
Once known there will be a clear direction of what to do next before you spend any $ on scanning. Do easy and cheap stuff 1st.

If the previous owner put brakes like that on with out upgrading the rubber and hit the brakes aggressively they would be into the abs often. Without digging a person could blame the abs system, pull the fuse and call it a win with the light on 24/7 and think that they can stop the car better than the processor, few can.
Been there and almost done that. I put on Baer 4 piston and 13" rotors in front, upgraded pads in back and had lots of abs during HPDs. The tires were a good brand, tread was 60% remaining but the rubber was old and had lost grip. I replaced the rubber and life got much better however, because my brakes are so good the rubber is still the weak link.
