I did this job once, maybe about 15 years ago, so my memory is a little vague about what comes with the poly bushing set.
If the bushings come without the metal "outer shells", and yours are in good shape, warm the OD of the shells carefully with a torch, and this will break the glue bond between the rubber bushing and the outer shell. Then you can pop the rubber bushings out, clean up the ID of the shells with solvent, and press in the poly bushings.
If the new bushings come with shells, forget what I sais, and just press out the bushings and shells as a unit, and press in the new shells, then the poly bushings. Don't forget to use a liberal amount of grease on the bushings.

It is kind of a pain, but using a torch to burn the bushings out was the easiest method I have found for getting the stock bushings out of the factory arm. Make sure to read the instructions because I remember having to reuse the outer shells and inner sleeeves from the factory bushings.
