Front brakes lock up until unbolted from booster

Front brakes lock up until unbolted from booster I have installed a 2001 camaro V6 into a 65 nova wagon.
I also installed the booster and master cylinder from the camaro.
The front brakes lock up. It will release if the bleeder is cracked or the line going into the master cylinder.
The brakes also release if I loosen the 2 master cylinder bolts.
The booster rod goes in and out easily.
Trying to determine if it is the booster or master cylinder. Any ideas?
