Default Park Brake Help

I went to get my car inspected Saturday, and it failed because the park brake would not hold. Now, some background, the car had been sitting for almost 2 years (long story) so do I just need to bleed the brakes? It has pretty new rotors and pads on it.

You have to manually adjust the parking brake. Search this site and you'll find everything you need to know.

^ Right. Typically people don't know to do this (or forget) when the rotors are changed.

Parking brake is cable operated drum brake. Bleeding brakes is a good thing but utterly pointless for the hand brake.

Try greasing the cable from inside the cabin all the way under the car to the backing plates. You might have some bind or something in the way causing it to stick. Without full travel and movement the cable might have too much slack. If that doesn't do the trick then you need to tighten it.
