Koni - Slow to rebound?

Default Koni - Slow to rebound?

Hey guys, probably asked 1000 times but I couldnt find an answer other than "send it to koni"

Im up in Canada, and I bought a used set of rear konis.
When I compress one, it expands back to normal height at an average rate, say 5 seconds from bottom to top.
The other, however, when i compress it, it barely comes back up. After 10 mins of letting it sit, its back at normal height.

Its hard to pull back up. If i grab on it and tug like mad, my arms hurt before it gets back to 1/2 height.

I assume this means the shock is toast and itd have to be sent it, or i might as well buy a new one?

So i went and dicked around with one. The adjustment ***** are apparently seized stiff. I managed to break one loose (on the working shock) and managed to get it to full stiff. At this setting, the shock rebounded really, really slow (similar to the 'seized' shock) however when trying to get the adjustment **** loose on the 'seized' shock, i broke the tab off.
