Default 2001 fbody PS pump gets hot

So I did a 5.3 swap on my fbody. During the install I swapped in a remanufactured rack and pinion and then using my existing pump. Topped off fluids drove the car around , during the drive I have loss of PS and difficult to turn. Get home and fluid is dripping from the top of the fill cap and the pump is extremely hot. So I take apart the pump and the shaft is broken. I replace the pump , new fluids and bleed it. Same thing pump gets super hot and there's no assist to the pump so extremely hard to turn. I figured it was a bad pump so I replace it again with new hoses add new fluids . But it does the same thing. Anybody have a clue what it could be? My fear is that it's the rack and pinion.

figured it out. took out the rack and pinion. turns out the high pressure connection was not drilled all the way and literally was blocked by a metal wall so pressure actually made it into the rack and pinion. how the heck did that rack and pinion pass the inspection at the factory??
