Default differntial torque arm clamshell mount

I hope I am asking this question in the right way. My question is about the torque arm clamshell mounting holes in the transmission tail shaft housing on a 1998 LS1. When I removed the trans. to rebuild it the clamshell bracket was all loose and rattling around on the trans tail shaft housing. One of the bolts was not original. The mounting holes seem very large compared to the bolts but it does not look to be from wear. I seems like it would be hard to keep the bolts tight with the holes that big Can someone tell me if that is normal? Were these holes bushed?

Where it attaches to the diff? If so no.

No, not at differential. The bolt holes in transmission tail shaft housing where the clamshell bracket attaches to the transmission.

That's normal, there were no bushings

There were no bushings used at that attachment point, but if somebody, in the car's past, had it apart and lost the OE hardware, there's no telling what "replacement hardware" they may have used. For instance, they could have substituted "English" hardware that was "close" for the "metric" hardware that was a tad larger, and correct........
