Default QA1 shocks - defective unit?

got some shocks i'm going to be buying... one shock, previous owner was loosening the adjustment ****, and threaded it all the way out - the shock fluid emptied out of it.

has anyone else had similar happenings???

anyone know how to fix it???

I did not actually pull the valve out, but it was leaking. My guess is he pulls it apart and replaces seals and anything else needed to fix it. Should be OK.
