brakes sticking

brakes sticking I have replaced calipers,hoses,and had the rotors turned in the front wheels and the rotors will turn when the wheels are off but when you put the wheels on it's like they lock up and won't turn!! then the car's brake pedal is stiff and feels like it has brakes when it's off but when it's running they go to the floor!! does anyone know what to do???

Check Caliper Slide Pins If They Are Frozen The Pedal Can Feel Like There Is Air In The System And Low...with The Wheel Not Turning When The Wheel Is On Sounds Crazy...try And Put Lugs On The Rotor And Tighten Rotor Down To Hub And See If Something Is Binding.....
