Locked wheel

So I just installed new hawk pads and drilled and slotted rotors on my 01 ss. Now the passenger front does not spin freely like the calipar is not releasing all the way. I changed out the calipar and brake line and its still the same. Any ideas?

Sounds like the caliper bracket isn't down all the way or something is blocking it causing a clearance issue. I'd look closely and see what the rotor is rubbing on.
