It's to keep you awake. I remember in HS they used to keep it at like 65*. It was so you couldn't sleep. Luckily, I brought a sweat shirt.
My A/C at work is either window or wall unit so I get to decide what the temp is.

It's 37° outside and the damn A/C is just steady blowing in here. It's got to be 60° in my office right now...GAY!

They do the samething here. One person complains so they keep the a/c on in the whole building. Luckly I am not by a vent anymore or I'd be more than pissed. My mom on the other hand has an office right under one so she has to keep a small space heater so she isn't freezing.

They do that at my job too!! I had the vent in my office covered with cardboard so it don't blow on me and I always keep a jacket at work.
