How are yall passing Inspection?
My car is cam/tuned. with no AIR/EGR/CATS
i have no light on but it wont pass because all 3 of them are reading not complete and im under the understanding you can only have 2 not ready with an 00' so what gives?

Find a "no pass no pay" place and see if it will pass OBD-II. Those places usually do visual inspections and will fail you because of no cats. If they fail you only because of cats and OBD-II passes, then find a place that doesn't look under the car. The key to that one is finding an inspection shop that doesn't have in-ground pits or uses lifts for inspection. Usually if they don't have these, they won't bother getting on their hands and knees to look underneath, especially a lowered car.
Other than that, you may look for "someone who knows someone" and go that route. You usually end up paying a little extra though.

Try to find a car guy to inspect it for ya. Last time I got mine done the dude drove a third gen firebird. He just told me to mock up my EGR like its functional (his manager noticed I didn't have it) and said my bullet muffler looks close enough to a cat so he didn't care.

i knw but they have to plug it to the machine and it will show that ur ***** not hooked up but no light. (pending or not complete) trust me its my friend at this shop and he says he still cant pass me cus of that. hes not gonna look under the car or anything, thats the least of my concerns

Looking on TX website to tag my car/truck here as well as the wife's, I saw that 96-00 cars could only have 2 not ready's (which you have 3 with the air/egr/cats turned off) and the 01+ cars have to have 1 not ready. Luckily, I didn't give up my O2 simulators and only have 2 not readies.
My advice, find a set of O2 simulators and attach them to your rear O2 cables.

if you are getting 3 not ready codes you can just get them tuned out for around $50 at a performance shop. Kind of weird that you had it tuned and they didn't get rid of air/egr/cats for you.
when i went back to work over winter break, they told me that all cars can only have 1 'not ready' for now on and that the '2 not ready' rule was out the door. I don't think I inspected any cars that failed OBD2 pre-2001 though, soo idk if they are correct that ALL(96+) cars can only have 1 not ready
for visual inspection as far as cats go, get emptied cats. EGR/AIR, the inspector most likely wont catch that these(air/egr) are missing, but they will def. know that your car should have cats
