Weird nose coming behind dash/under hood when it rains

Default Weird nose coming behind dash/under hood when it rains
I don't even know how to accurately describe it. Sometimes, it sounds like a vibrating noise but mostly like a vacuum noise. I don't know. It only happens when I drive in the rain.

ac on or off? could be the blower motor?

The AC was off. The heater was on, though. I'm pretty sure it's not the blower motor because it made a small ticking noise which seemed to come from behind the glove compartment.
