ok i did that test, think it might have caused a new problem though
Heres what happend i did everything as you said, i got a really fast reading that looked to be 10.xx but it was just a flash, the a pop. I assumed a fuse went, checked the fuses cant find a broken one.
Now the wire i used for jumping is only getting .03 v
Now everytime i jump power to a light the fuse blows. So im guessing I have a short or another short now.
I thinking that the schematic for the plug isnt right.
Because what i am noticing is K had power, now it only has .03 v im assuming from a short, And with it unpluged from the BCM it has 0v
J how ever is hot at all times even when unpluged from the BCM, so i think that is actually the power source from the battery for the BCM, not slot B.
oh also, before if i jumped K to F the lights work liked they should, i could use the dimmer switch to turn them off and on and push the dome lights off and on.

Where was the jumper wire getting power from? You didn't plug it into something else did you? And you said the car was a 97 Grand Prix GTP. And I wish you would have said your last post earlier because that would have helped..... And where did you hear this pop? It probably blew the fuse in the meter. You can take it apart and replace the fuse. Like I said, it might do that. Check voltage in other places and see if it is right. Be sure to change the red plug back to V on the meter otherwise you will be blowing fuses.

sorry just thought of it.
I can sitll check voltage so i dont think the fuse in the tool broke and i did switch the the meter back properly.
and no i was sure i hooked it up into the right place acording the the schematic.
and i used slot K for a power source. I dont have any wiring long enough to run straght from the battery.

Ok i have restored power to slot K, yesterday i was checking fuses and i guess i just skiped over the power door lock fuse cuz it didnt make since..
But anyhow, the fuse that was blown was the power door luck so im pretty sure this C3 wiring diagram is wrong.
I beleave slot F is the wire that send power to the lights, but its not sending.
Ok if i jump power to slot f a blue wire, the lights turn on but don't work with the switch. If i jump power to slot J the i have control over the lights with the dimmer and i can push the dome lights off and on.
How ever i turned the key with power jumped into slot J, the relay in the glove box still pops and everytime it pops the lights dim. What does this tell us?

But on a different note, I would think the BCM is bad. All your power seems to be getting there but nothing is coming out on that lead. Post up a list of what color wires are in what pin on C3 and C2.

Nope this is my first Electrical case, I didnt think jumping from a different pin was a problem but now i know. And im glad to learn more about it.
Heres a pic of C3, C2 has alot of wires and ill have to get that tomorrow.
Also do you think what ever is causing my relay to pop is connected to the problem with the lights? Or do you think i have 2 different problems. I noticed something kind of weird the relay that pops has a large blue wire that has a split in it running to 2 different fuses. It was wrapped in a kind of black ducttape.. it seemed weird but i was told some cars do that from the factory.

Can you give me the wire colors and sizes that plug into the relay? I need to know what it is.
The black tape thing is usual. Most of the time, that is where the wire splits from 1 to 2 wires. Or they could be some fuseable links.

black, ground im assuming, a large blue wire, a large red wire and a orange wire. I need to double check that, im going off memory and its late, so im not infront of the car right now.
the Blue wire goes into the radio fuse, and it goes into the large headlamp fuse.
