That ***** weak! The fuel pumps on the jet i work on transfer about 1000lbs of gas a minute!!
EDIT: i had to look it up again just to make sure, its actually a little more than 1k lbs a minute, the book says they put out 72,000lbs an hour, so about 1200lbs a minute at 10psi...

i dont think that is a fuel pump test... it looks more like they are testing the fuel delivery to a single cylinder. you can see what looks to be an intake runner blocked off and the fuel emptying into the cylinder
