Default Power Steering Pump Help.

How is it going tech. Wanted to ask over some issues with my power steering pump on my 99 Trans am. When I was making turns it would make a noise then when I added power steering fluid it would go away. Now it still makes the same noise even when I add Power steering fluid. Does that mean the Power steering pump is out?
Also one time I was reading that some one said that the metal tube that is connected to the power steering pump through a hose to get rid of it if it is still on the car? why is that
thank you in advance tech

Either you let it get too low a few too many times and the bearings are burnt up or u have air in the lines

You are constantly low on fluid, that's what the foaming is. It's likely you have a failing pump or a large leak.
