I'm in Houston (Harris County) and if i got a cutout it would be the only mod on my car at the moment and i was wondering if i would pass the emmisions tests.

Also, would getting the cutout have any negative effects, like throwing a code or something?

yah....just close the cutout when you get it inspected!! And no you wont throw any codes

yes absolutely. i even got an inspection with the cutout open once, because I forgot to close it.
