Cant think of nothing free really, but if got limewire etc. you can get screwlab or fruity loops. If you dont have access to those sites go to screwlab and download the demo verison and google a password.

I personally use GoldWave. You'll need an MP3 encoder to save altered songs to MP3 (Lame_enc.dll - found on the same site)
Generally, for a "DJ Screw" sound, I use "Time Warp" and set it to -0.80 but some sound better even slower (-0.75/-0.70)
You can use the speed adjuster next to the Play button to adjust the speed on the fly before applying the Time Warp.
