I have a Bendpak 12K lbs drive on lift that I got for a steal and was curious if it can be set up outdoors? I have 2 2 car garages but the lifting hieght would be the problem.

San Diego also has a little better climate for "outside storage" than NC...
There are some local shops here that have lifts outside (exhaust and transmission shops). The lifts look beat to hell, but I guess they still work. Keep 'em lubricated, protect the electronics, would probably be OK.
Me, I'd install it indoors anyway, and not worry about taking the car to "full height". Just not having to mess with jacks and jackstands is helpful enough... I don't take my lift all the way up, my garage door gets in the way... but it's still enough room to work.
