Default Question about the 50 post rule

While it certainly makes sense that we are not able to post in the classifieds until we have reached 50 posts, why are random people (i.e.: SCAMMERS) allowed to come in and make a new post in the classifieds section?

I feel like this contradicts itself, but I'm sure there must be some kind of reasoning behind it...

Somewhere.

The other requirement is 6 months membership. No one who hasn't met either/or of these 2 requirements is allowed to post in the classifieds. Can you cite a specific example?

Only way someone is posting in the classifieds with less than 50 posts is if they have been a member for 6 months or more.
