I think this is what's causing my throttle to stay open, it looks broken. I have no idea what it is though, thanks for the help. It's the black thing with a spring inside that my hand is holding, in between the cable going from the throttle body to the traction control system.

Yea whatever that box attached to the passenger side wheel well is called... the cable goes from that to the throttle body and this thing is in the middle causing problems

The cap that yours is missing is what holds the inside in place and allows you to make adjustments.
