If that is your plan, then no, don't do it. You are going to invest A LOT of $$$ into doing a boosted project and you won't get nearly what you put into it back when you decide to sell. You're just going to throw money away. That's why I said, get the car you've ALWAYS wanted, then sink your money into it...

i WOULDN'T DO A CAMARO PAST 75 DUE TO SMOG....Plus 78 are ******* ugly..Just do a 70-73 my favorite years..Maybe that's why I own this one. If your gunna spend money spend it on the right years...

I would say get it, but from you plans I would say either a third gen or an early second gen.
Late second gen is not anything a person will be willing to actually give top dollar for, anything from really 74-86 are pretty much the lost souls when it comes to Fbodies. I love 74-77 but would only get a 74-75 realistically. If you are shooting for the look of that 70-73 split bumper then buy one of those the cost to make it look like that will balance the price of the car out.
Unless you get that 78 for like $800 then go for it, if not then pass on it. That car should be tops a $2000 car if they had the 305 rebuilt recently.
