Default Pay a fee instead of passing smog.

Legislation (A.B. 550) to allow an owner of a motor vehicle that
is subject to the smog check program to pay a $200 smog abatement
fee in lieu of passing a smog test was introduced in the
California Assembly. The vehicle would have to meet specified
criteria in order to qualify. The bill would require the fee to
be deposited in the Air Quality Improvement Fund. The measure
will be considered by the Assembly Transportation Committee.

• Under current law, the smog check program requires inspection
of motor vehicles upon initial registration, biennially upon
renewal of registration, upon transfer of ownership, and in
certain other circumstances. Existing law exempts specified
vehicles from inspection, including motor vehicles manufactured
prior to the 1976 model-year.

• A.B. 550 allows the owner of a motor vehicle that is required
to take a smog test to pay a smog abatement fee of $200 if the
motor vehicle meets all of the following criteria: Is 30 or more
model-years old; was manufactured during or after the 1976
model-year; fails a smog test; and fails a subsequent smog test
after necessary repairs were made.

This looks real from what I can find. As this is about money I give it a higher chance to pass then the rolling exemption. Hell at only $200 that's even a deal.

Sounds as if the term "voluntary" for the roadside smog check might be at risk here.

So what I got from reading it, it doesn't help out that much. Seems like the car has to be 30 years old with all smog stuff on it still. But if it doesn't pass lets say for a cat problem, you put a new cat on and it still doesn't pass, then you pay $200 and everything is good. I doubt a engine swapped vehicle would pass the criteria.

I wonder if that means that every 2 years, you would have to go through the entire process, fail twice then pay $200. If so, that sucks.

My 88 Jimmy would be on the road much more often! It still passes, but it's a struggle every 2 years. Well, I guess it would help me in 2018 if it passes.

Yeah, at first I got excited when I saw this post, then quickly realized it sounds like yet another CA effort to separate you from the green paper in your wallet. If this does follow the every 2 year check, then it's pretty much crap for swaps/conversions. I guess tho, like you mentioned, it will help if you want to keep everything pretty much stock.

**edit - nevermind that last statement, just realized it said after and not before. Why even put that number (2) criteria in there?
