ls1 swap in california if i were to drop a h/c ls1 into my 67 camaro and got pulled over, would i be sent to a ref even though 67's dont have to pass smog?

yeah thats exactly what i was thinking. i just want to make sure... i dont want to put in all that work and cash, and end up having to change back to my anorexic 327.

Well if you're nervous about it then look at the other thread in this folder. There is a guy doing the same thing as you but into a 78 TA I think. He's been talking to a ref and hearing crazy **** to the tune of 'no.' Something to consider.

Yeah, anything earlier than '75 is not smog-controlled so you can do whatever you want. Even if you put a 2001 engine in there, you still don't have a problem because the car itself is not smog-controlled so it doesn't matter what's under the hood.
Now if your car is newer than '75 then you are smog-controlled, and if you do a conversion, the engine has to be newer (or the same as) the body year and you will need to pass emissions according to the engine's year, not the body's year. Pretty messed up if you ask me ....
The thing with '75 is related to the 30 year rolling cutoff. It used to be that if your car was 30 years old you no longer had to pass smog. The Governator just overturned that this year and stopped the rolling cutoff at 2005. So vehicles newer than '75 will always need to pass smog.

Make sure you educate yourself. I was told by an engine builder that smog requirements are dependent upon the engine going into the vehicle, regardless of the vehicle.
I'm not saying the aforementioned advice is incorrect, but I would hate for you to get fucked on a technicality.
My advice: DO NOT let a cop/sheriff/peace officer look anywhere in/on/around your vehicle if he/she asks for (or assumes you gave) permission first. It's your right, exercise it. Of course, it may cost you some time (an hour for me as they "obtained" a search warrant), but if they find anything you always can challenge the validity of the warrant.

That's bullshit. The only time engines count are putting them into a post-72 car (the current cutoff year for smog-exempt). Then you have to smog to the year of the engine. Since your car is a 1967, you could put a freakin' aircraft engine in there and be golden.
