Default Utah emission law question.

I do know so far that in Salt Lake, Davis, Utah, and Weber county, cars six years old and older (back to 1967) must have an emissions test every year. I was told that it dosen't matter what mods have been done to your car as long as it has a cat, muffler, no check engine light on, and passes the emission test. Is that true?? So I can slap on anything I want on my car as long as it passes emissions, it's no biggie?? I'm going to be moving to Utah in a few years. Can't stand California anymore.

I'm in California and you all know how it is here. Almost everything has to be California approved and stamped with CARB on whatever you are putting on your engine; anything that has to do with smog and $.

And what about the safety test I've heard about?

Thanks for the help.
