Old Car Emissions Exemption Threatened in California
Old Car Emissions Exemption Threatened in 8 California Counties;
Hearing Scheduled for April 1
Legislation (S.B. 1549) has been introduced in the California
State Senate by Senator Dean Florez (senator.florez@sen.ca.gov)
to repeal the state's current emissions test exemption for
pre-1976 vehicles registered by new owners in the San Joaquin
Valley Unified Air Pollution Control District. The District
includes eight counties in California's Central Valley: San
Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, Tulare and
the valley portion of Kern. Under the bill, after Jan. 1, 2009,
new owners seeking to register a pre-1976 vehicle in these eight
counties would be subject to emissions tests for the life of the
vehicle. S.B. 1549 is scheduled to be considered by the
California Senate Transportation and Housing Committee on April
1, 2008.
We Urge You to Call, E-Mail or Fax Senator Florez and Members of
the Senate Transportation Committee (List Attached)immediately to
Oppose S.B. 1549
• Existing law in California exempts all pre-1976 vehicles
from emissions testing.
• California's current emissions testing exemption recognizes
the minimal impact of pre-1976 motor vehicles on emissions and
air quality.
• Pre-1976 vehicles constitute a small and shrinking portion
of the overall vehicle population in California and are a poor
source from which to look for further emissions reductions.
• Pre-1976 antique and classic vehicles are overwhelmingly
well-maintained.
• Repeal of the exemption in the San Joaquin Valley could lead
the Legislature to target other areas in the state in the future.
• Legislators and regulators are again feeling the heat from a
failed effort to meet air quality goals and are looking for a
convenient scapegoat. The old car hobby should not carry the
burden of their mistakes, as it has in previous amendments to
the old car exemption!

Seriously... will they ever get off our asses? Nothing happens and all of a sudden, someone gets bored and decides to come up with a new law... Guns, cars and laws in general, get harder and harded by the day, and ammo prices shoot up, so do gas prices. shooting ranges close down and so do race tracks....

LEGISLATIVE COUNSEL'S DIGEST
SB 1549, as amended, Florez.
Historic vehicles: special license plates.
Existing law requires the Department of Motor Vehicles to issue to
an owner of a motor vehicle with an engine of 16 or more cylinders
manufactured before 1965, a motor vehicle manufactured in the year
1922 or before, or a vehicle manufactured after 1922 that is at least
25 years old and of historic interest, under specified
circumstances, special identification plates identifying the vehicle
as a horseless carriage or historical vehicle.
Existing law also authorizes an owner of a vehicle that is a 1962
or older model-year vehicle, and beginning July 1, 2009, authorizes
an owner of a vehicle that is a 1969 or older model-year vehicle or a
commercial vehicle or pickup truck that is a 1972 or older
model-year, under specified circumstances, to utilize license plates
of this state with the date of the year corresponding to the
model-year date when the vehicle was manufactured.
This bill would require the Department of Motor Vehicles, by
January 1, 2010, to submit to the Governor, the Senate Committee on
Transportation and Housing, and the Assembly Committee on
Transportation a report evaluating those special license plate
programs and recommending improvements and changes to those programs,
as specified.
Vote: majority.
Appropriation: no.
Fiscal committee: yes.
State-mandated local program: no.
THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 5004.7 is added to the
Vehicle Code, to read:
5004.7. (a) By January 1, 2010, the department shall submit to
the Governor, the Senate Committee on Transportation and Housing, and
the Assembly Committee on Transportation a report evaluating the
special license plate programs described in Sections 5004 and 5004.1
and recommending improvements and changes to those programs.
(b) The report submitted pursuant to subdivision (a) shall
include, but shall not be limited to, all of the following:
(1) An evaluation of the success of the special license plate
programs described in Sections 5004 and 5004.1.
(2) An estimate of the number of vehicles in the state that are
eligible for special license plates, and the number of plates issued
for those vehicles, pursuant to Sections 5004 and 5004.1.
(3) An examination of the benefits and challenges of extending the
programs described in Sections 5004 and 5004.1 to include 1976 and
older model-year vehicles.
(4) Recommendations for improving the special license plate
programs described in Sections 5004 and 5004.1, including
recommendations regarding criteria for determining whether a vehicle
is eligible for special license plates pursuant to Sections 5004 and
5004.1.
(5) Recommendations for characterizing a motor vehicle commonly
known as a muscle car as a collector motor vehicle, as defined in
Section 259, and recommendations regarding the eligibility of muscle
cars for special license plates pursuant to Sections 5004 and 5004.1.

All the original crap in regards to emissions for pre-'76 vehicles has been removed and replacing it is some new stuff about historical license plates.
So now I'm gonna put a 308 cam in my 455 and run open headers
