I'm going to go look at this Regal this week and I wanted to get some opinions on the car what price it should be. Any input would be great thanks.

The big question is "how does it run?" Who owned the car last and how was it used? It isn't a 'collector' anymore, not with the two accidents and work done. So many 'collector' quality cars out there that there would be little interest in this one. They can be had for $20,000 -$25,000 for really nice stock, decent mileage, 'documented' #2 examples. $10,000 may be a good price if it doesn't need engine work, etc... but this car should be inspected by a very knowledgeable mechanic. Nothing worse than sinking $10,000 into a car that needs thousands to make it right. It is $$ that can never be retrieved at sale time. It will still sell for the same $10,000.
One other note: You already mentioned the paint needing to be checked. Make sure you see the paperwork for it and the quality of the paint work itself. Good paint jobs start at $2,000 -$3,000. Anyone can slap a $600 paint job on there to make it look 'great' but you will see the real results in a year's time.
