Since you are asking for opinions, NO, that car is not worth that kind of money. It's so far from original I personally wouldn't pay more than $5,000. It will take quite a bit of $$ to make it a '78 again. Getting parts, matching paint, etc.. gets to be pricey. It's much easier to just buy a true '78 to start with. The good ones bring decent money (over $10k and up) but the #3 and worse cars not so much.
There is always someone out there that might like this car 'as is' so you never truly know about 'worth'. To that one special person that might love the mixed year look, it could be worth that $9,500, but not to your average buyer.

What makes it so far from original? It has the matching engine and transmission to the vin. Took it for a test drive and its feels good. A/c components missing. Has power steering and power brakes. What do you mean "the good ones"?

Wrong hood and front end trim for starters is a big issue. The lower front under the grille is a mess. Did it run into something or just get slapped back together? Did it come from the factory painted yellow? Did you personally verify the VIN numbers "factory stamped" (ie not re-stamped) on the engine and trans? Taking the owner's word doesn't count. An engine bay and trunk shot often reveal warts because it takes some effort to make those areas right. Is the under-hood paint spray can black or the proper factory color(s)?

^^^ Nailed it! Now there's no a/c as well. Ouch!
You would be overpaying at $9,500 unless you are that guy I talked about earlier that loves it 'as is'. Maybe this is one of those rare matches that work out well for both buyer and seller. That's your call.
Good ones are #1 and #2 cars. An original (no missing or mismatched parts) #3 could be worth $10k+ in some instances but it better be decent. In my experience, #3 cars still need work.
