Default my breaks are rubbing my rim

since i bought my car iv only driven it about 1000 miles and when i make a sharp turn when im driving slow, a U turn or when im pulling out of my parking spot and cut the wheel sharp i feel this bumping on my car and it comes to find out my brakes are rubbing on my rim. there is about a dime size circle around the whole inside of my rim i just noticed it today. Im thinking it could be a bad bearing?? not sure, the brakes are on tight not moveable at all. Its pouring rain outside or i would check. Anyone have this happen? My car is a 2001 c5 z06, stock rims, stock brakes. it only happens reverse or 1st at very slow speeds.
