Default Black spots on chrome rims

I didn't know whether to put this in Appearence and detailing or here...

I have a friend with 18" chrome rims and he has black spots all over the dishes in them. It almost seems like it's bubbling chrome, but with enough work you can actually scratch it off with your fingernail, but it takes a couple minutes just to get one of the little black spots off like that and there are hundreds of them all over his rims. Are any of you familiar with this and might know how to get them off? I've tried mothers chrome polish and some really really good rubing, but can't seem to make them come off at all...

any suggestions?

its probably brake dust. I dont know how to remove them, but when you get them off you can add a good coat of wax and it will keep it from happening again.
