Default Removing a "stainless lip" ???

I can't find it now, but I saw a thread a while back about a guy who pulled off the stainless lip on a set of OEWheels. Does it damage the wheel if you do this? How would you go about removing the lips?

slamming broadside into a curb will remove the lip but your tire will usually follow

otherwise, I have no clue
