H rated is fine, just stay within the speed rating as much as possible... are your tires going to blow up or come apart if you go over the rating? Probably not. Is it possible? Yes.

Dude, primewells are just about the worst tire you can possibly buy. They are what.. $30 a tire? If you want something just to get around on and don't care about noise, performance, ect, go for it. But if you want a tire that will perform well stay away from Primewell dude.
There are many affordable options for that tire size.. stick with BFG, Goodyear, Kumho, ect... you don't want to cheap out on tires. Many options for you in the 60-90$ range.
I've worked at F&F, Goodyear, Sam's club... tons of garages/tire shops. I've seen just about any and every tire on the market and from my experience the brands I listed have been the overall best. There are, of course, many other good brands out there, just do some researching.
