Default Is this normal for ET streets?

I'm assuming this is normal but I just want to make sure. My ET streets I got used and they were all ready on rims. Well they leak down which I'm assuming isn't normal but my question is if they are slightly low on the street they tend to sway everywhere. On the track I never noticed a sway or anything with pressure dropped but driving they sway everywhere with less than about 25psi in them. Is this normal?

I'm assuming you have the bias ply's. Yes the swaying is normal. They do not have the traditional steel belts that radials have in them.
