Not sure, but fast way to find out is take some metal polish, hand polish the inner barrels and if it turns black, that means no clear coat. If it doesn't, then they are clear coated.

The set I had and did the write up on ages ago did not have the barrels painted, just the face

I finally got a wheel clean enough without abrasives to test and you are all correct. The barrels are not clear coated. Thanks for the info. It should make cleaning them a bit easier.
