Speed Fiend

I just bought a set of 17" ws6 aluminum polished wheels and on of them, the "clear" is coming off. I was told it was the clear, it's the part that makes it shinny. I was also informed that a can of clear coat can fix that. Is this true? It sounds too easy and I would hate to mess them up. What do you guys think?
