i would think whoever you are buying them form has a shipper.....or do you mean something else by that

I use FedEx Ground to ship and get wheels shipped to me.

all the top shipping companies are fine for wheels. cheapest would have to be fedex ground. they also dont require boxes like UPS or USPS, last set i shipped 2 days ago i just shrink wrapped.
