Is this wheel / tire combo safe??

Is this wheel / tire combo safe?? A while ago I bought a pair of 26 x 11.5 x 16 MT ET Streets mounted on stock firebird wheels. They are also screwed BTW
I just realized this is an 11.5" tire mounted on an 8 inch wheel!
According to MT's website they should be mounted on a 10 inch wheel. The guy I bought them from says he made over 40 passes on them with no problems.
Like I said the wheels are also screwed does that make any kind of difference in the safety of these big tires mounted on these relatively small wheels ??
The tires dont look like they were muscled onto the wheels or like they don't belong, they really look like they fit damned near perfect so I didnt think anything of it till now....
