Can it just be popped on like a normal tire? I don't plan on trying this I just want to know the reason it can even fit, to me it just seems like the wheel would be too small to fit the tire and even trying to fit wouldn't work.

You can cram about any tire on any rim if you try hard enough. You can seat the beads on a tire that's too wide for the rim. You can also stretch a tire that's too narrow over a larger rim. I had 205/55/16's on an 8" wide rim before. They didn't look that stretched but they were only designed for 6-7" wide rims.

You see this all the time, folks do many things they shouldn't do against manufactures recommendations. You'll see guys stuffing 275/50/15's on 8 inch wheels which those wheels are too small also...
...why I still see folks purchasing 15x8 wheels for F-bodies still boggles my mind since we can easily run larger wheels on our cars.
It's funny how you see folks strongly suggest "don't do it" with regards to putting a 315 on a 9" wheel but on the other hand, you'll see folks telling others to put 275's on an 8" (or even smaller) wheel.
...why I still see folks purchasing 15x8 wheels for F-bodies still boggles my mind since we can easily run larger wheels on our cars.

funny cause mickey thompson, bfgoodrich, and nitto (which are the three primary tires people run in a 275/50/15 and 275/60/15) all have the specified rim widths between 7.5"-9.5" for those two sizes, with most measured specs listed on a 15x8" wheel. hmmmmm. . . .

All the F-bodies around here run 315's on there 9.5 wheels, theres even a guy running 315's on 9" wide wheels. both cars are avid street racers and i've never seen any problems with them, they seem to be doing just fine.
